Typical internal wiring schemes of 3 phase AC & BLDC motors. A,B and C are the wires coming out of motor and the coils are located inside the motor stator.

Phase-to-phase means a measurement between any of the two winding wires coming out of 3 phase AC/BLDC motor while the third wire is unconnected. For example, measuring phase-to-phase resistance may be done by measuring the resistance by connecting a resistance meter to leads A and B while C is not connected.

In brush DC motors phase-to-phase means measurement between the armature windings (+ and -).
